Lamentations was written, according to tradition by the prophet Jeremiah, after the fall of Jerusalem in 586 BC when Babylon took Israel captive.  The walls of the city and the temple were torn down, and had to be rebuilt.

Essay exploring how the Writings — the third group of the Hebrew Bible according to the Jewish tradition — are arranged. There is a garden-to-exile-to-restoration theme that can be discerned in the orderings of the books in the Writings.
